Some documents for international students
Provisional regulation on the evaluation and selection of international students at Hue University

I. Applicable objects

This provisional regulation is applicable for foreigners or Vietnamese persons with oversea residence, namely international students, who pursue training programs in Bachelor, Master, or PhD at Hue University, including:

-  International students under the Agreement between the Vietnamese Government and one other Government.

-  International students under the agreement between HueUniversity (or member units under HueUniversity) and international educational institutes or organization.

-  International students under projects or at personal request. 

 

 

II. Selection Criteria

II.1In order to be eligible, international students must satisfy academic qualification:

For Bachelor’s degree: International students must have a degree of high school or equivalent. For talented programs, international students must satisfy requirements on talented subjects. For other typical programs, international students must finish one preparatory course (maximum tine of one year).

For Master’s degree: International students must have a relevant bachelor’s degree for the registered Master’s course.  

For Doctoral degree: International students must satisfy one of the two conditions as follows:

-    International students must have a relevant master’s degree with relevant program for the registered Doctoral course.

-    International students must have a relevant bachelor’s degree for the registered Doctoral course, with at least two years of work experience in a relevant field or have published scientific works in specialized magazines.

International students who have been or are currently undergraduate students, graduate students or PhD students of one university and who are qualified for the selection, will be considered for continued academic study at their current university.

For international students to HueUniversity who are under an exchange programs signed by HueUniversity with one foreign university, the admission and learning will be arranged under the agreement of both sides. The evaluation of the international students’ academic and specialized capabilities will be conducted by the host institutes through profile appraisal and direct interview (if any).

 

II.2. International students must have Vietnamese proficiency (if pursuing a training program in Vietnamese) or English proficiency (if pursuing a training program in English) that satisfies the requirements of studying and doing research of the training programs in Vietnam in such language:

    - International students must take a test for Vietnamese proficiency (if pursuing a training program in Vietnamese) or a test for English proficiency (if pursuing a training program in English) before any admission at HueUniversity. The test will be conducted by Hue University College of Foreign Languages. International students who are not qualified will participate in an advanced Vietnamese class (or English class) at HueUniversity. 

 

 - International students are exempt from the Vietnamese proficiency test if they:

+ received a bachelor’s degrees in major of Vietnamese from abroad, or graduated from a Vietnamese preparatory classes at a campus recognized by Hue University in Vietnam.  

+ graduated from high schools or colleges taught in Vietnamese.

- International students are exempt from the English proficiency test if they:

+ are citizens of countries using English as the official language

+ graduated from high schools or colleges taught in English;

+ received the following certificates of English proficiency: 500 on PBT TOEFL, over 5.5 on IELTS or equivalent scores for students enrolling in Natural Sciences,Technology, or Medicine, 550 on PBT TOEFL, over 6.0 on IELTS or equivalent scores for students enrolling in Humanities and Social Sciences, Economics, Law, or Art.

II.3. Certified by a Medical authority to be healthy enough for study and research.

II.4. Financial assurance for learning, research and living.

III. Admission procedures:

III.1. For undergraduate international students

1 . Application form (Form 1).

2 . A notarized copy of high school’s diploma or equivalences (attached with English or Vietnamese translations).

3 . A notarized copy of high school transcripts or academic transcripts from high school or equivalences (attached with English or Vietnamese translations).

4. Certificates of learning results accumulated at university ( if any).

5. Evidence of Vietnamese or English Proficiency tests exemptions; English or Vietnamese proficiency certificate issued by the authorized institutions (if any).

6. A health certificate issued by the authorized health agency of Vietnam or a foreign country.
7. Financial commitment report for study, research and daily expenses.

8. Four (4) 4x6 cm photos (taken within 6 months before application submission).

III.2 . For international graduate students

1. Application form (Form 2 ).

2. A notarized copy of bachelor’s degree (attached with English or Vietnamese translations).

3. Transcript of tertiary education notarized or certified by the authority (attached with English or Vietnamese translations).

4. A certificate of Master training accumulated in foreign university or Vietnam (if any).

5. Evidence of Vietnamese or English Proficiency tests exemptions; English or Vietnamese proficiency certificate issued by the authorized institutions (if any).

6. Registration of subject and academic programs and research at Hue University (written in Vietnamese or English)

7. Health certificate issued by authorized health agency of a foreign country or Vietnam.

8. Financial commitment report for study, research and daily expenses.

9. Four photos (4x6cm) (taken within six months before application submission).

 

III.3. Forinternational PhD students

1. Application form (form 2).

2. A certified copy of Master’s degree or Bachelor’s degree (attached with English or Vietnamese translations).

3. A certified copy of Master’s or Bachelor’s transcript (attached with English or Vietnamese translations).

4. A certificate of Master’s or PhD learning result accumulated in foreign university or Vietnam (if available).

5. A certified copy of work experience (if available).

6. A list and copies of scientific publications (if available).

7. Summary research proposal for Master’s Research (approximately 1200 to 1500 words, translated into Vietnamese or English). 

8. A research proposal at Hue University (written in Vietnamese or English).

9. Evidence of Vietnamese or English Proficiency tests exemptions; English or Vietnamese proficiency certificate issued by an authorized institution (if any).

10. Two letters of reference written by two scientists having the same major. 

11. Health certificate issued by the health authorities of a foreign country or Vietnam.

12. Financial commitment report for study, research and daily expenses.

13. Four photos (4x6cm) (taken within six months before application submission).

 

IV. Selection process

An eligible application and selection consist of the following steps:

1. International students submit the application form to a training department (college/faculty of HueUniversity).

2. The related departments establish a Recruitment Council for consideration and assessment of academic and professional capacities, aptitudes, English or Vietnamese proficiency, health and financial conditions of international student through the application evaluation, inspection, and interviews (if necessary). For PhD application, the training department evaluates research proposals and the international student’ s capacities for research. .

3. The heads of training departments, based on the conclusions of the Recruitment Council, report the proficiency, academic competence, expertise, and English or Vietnamese proficiency of the international student to Hue University, along with the health of the student and the ability of the department to meet the needs of the training fields that the LHS selects. Documents are sent to HueUniversity by the training departments including:

-         2 application forms (copies) as mentioned in articles III.1, III.2 or III.3 part III.

-       The Council’s decision from the  recruitment council of the training department.

-         A report and conclusion of the Recruitment Council.

-         An assessment Report of research thesis (for PhD)

-         A written report signed by the head of the training department. This document indicates the type of training, budget, and tuition fee for international students. 

4. HueUniversity receives a report from the related departments. For undergraduate training, the Undergraduate Training Department coordinates with the International Cooperation Department and Student Affairs Department for assessment. For Master’s training and Doctoral training, the Graduate Training Department coordinates with the International Cooperation Department for assessment. Then, all related departments submit the President of Hue University for approval and decision for receiving the international students.

5. HueUniversity announces the results of admissions to the Training Department two weeks after receiving the documents.

6. Training departments send letters of acceptance to international students before September 10 every year for undergraduate training; for the master's and doctoral degrees, the date is based on the regulation of the training department. After enrollment, international students must follow current rules and regulations for Vietnamese students and trainees issued by the Ministry of Education and Training and HueUniversity.

V. Terms of execution

1. These temporary regulations apply to HueUniversity after signing an agreement for studying at the university.

2. During the implementation process, if something happens, the training departments will report to the President of Hue University for consideration, addition, or modification.
