Distinguished guests attending the ceremony include Mr. Ngo Hoa_ Member of the standing Communist Party committee, Deputy Chairman of Thua Thien Hue People’s Committee; Mr. Mio Meada- Counsellor to the Japanese Embassy in Hanoi; Mr. Hashimoto, Second Secretary to the Japanese Embassy in Hanoi; Prof. Chiba Kyozo_ President of Okayama University; Prof. Tanaka Koji_ Vice- President of Okayama University; Assoc. Prof. Dr. Nguyen Van Toan, President of Hue University; representatives from the Directorial board of the affiliated colleges, and representatives from functional departments of Hue University and lecturers of both Universities, who take part in teaching postgraduate courses in the near future. 

One of the important cooperation fields between Okayama University and Hue University is the collaboration of both parties in training Masters of Agriculture and Rural Environment, specialized in “Sustainability of Rural and Environmental System”. This cooperative program will be expectedly implemented in a 10-year time frame by both Universities, with degrees awarded by Okayama University. Enrollment begins right after the opening of new representative office of Okayama in Hue and the first class starts in September 2007. 

The cooperation between Hue University and Okayama University is outlined on a long-term basis. Apart from the master training program, both universities have agreed to establish the collaborative research projects with focus on the interests of both parties.
