Joining Dr.Virgilio C. Barongan, Vice President for Research and Extension, in the signing ceremony, were Dr. Catalina C. Platon, Director for Intellectual Property and Research Utilization, and Dr. Irene  A. De Vera, Director for Proposals and Publication. From Hue University, there were also Dr. Do Thi Xuan Dung, Vice President for International Cooperation.

Pangasinan State University and Hue University agreed to promote cooperation in Exchange of academic staff and students; Joint research activities of faculty and research scholars; Technology transfer and intellectual property; Exchange of materials in education and research, publication and academic information; International extension and outreach activities. 

Both universities also agreed that collaboration shall not be only limited to the above mentioned items, but also extended to other aspects according to mutual interest. The details will be discussed by both sides after this general agreement.
