The delegation of the Vietnamese Ministry of Education and Training was led by Deputy Minister Hoang Minh Son and included representatives from 22 educational institutions nationwide. On the Russian side, attendees included the Deputy Prime Minister of the Russian Federation, the Russian Deputy Minister of Foreign Affairs, and representatives from 51 Russian educational institutions.

The forum was held as both parties prepared to celebrate the 30th anniversary of the signing of the "Treaty on Principles of Friendship Relations between the Socialist Republic of Vietnam and the Russian Federation" (June 16, 1994 - June 16, 2024).

At the opening session, Prof. Le Anh Phuong delivered a presentation on Vietnam-Russia education cooperation and proposed cooperation initiatives from Hue University, such as increasing the acceptance of Russian students for training at Hue University's member institutions, developing and signing memoranda of understanding (MOUs) with Russian higher education institutions, and developing dual-degree programs at undergraduate, master's, and doctoral levels. The presentation also addressed mutual credit recognition and support for developing distance learning courses. Furthermore, the proposals included establishing exchange and collaborative research activities focused on areas such as climate change adaptation and mitigation, sustainable development, digital transformation, medicine and pharmacy, biotechnology, energy, and semiconductor technology.

Hue University and National Research Tomsk State University signed a cooperation agreement.

Hue University and Lomonosov Moscow State University signed a cooperation agreement.

On this occasion, Hue University signed a memorandum of understanding with Lomonosov Moscow State University and National Research Tomsk State University. The delegation from Hue University also met and worked with Russian partner educational institutions to discuss and propose ideas regarding opportunities and potential international cooperation in the future.
