The Institutional University Programme (IUC) in budgetary terms, is the single most important programme that VLIR-UOS is implementing in order to contribute to achieving its overall objective to support southern institutions of research and higher education to fulfil their three-pronged role in education, research and social service. This objective is realised through a partnership with Flemish universities and university colleges.

Hue University (HU)- IUC programme by VLIR-OUS will be implemented in 2013 for two phases. Each phase is 6 years and 2012 is a preparation year. After the IUC programme proposal of Hue University was selected, VLIR-OUS invited representatives of Hue University related to IUC programme to participate in a process of seeking a match with academics from Flemish universities, known as matchmaking.  

The content of this meeting included a one day training course on operating the IUC programme and NETWORK; proposal presentations at VLIR-UOS headquarter; meeting with Flemish universities for discussions about research and identification of potential partners for the programme. Five Flemish universities were University of Ghent, University of Antwerp, University of KU Leuven, Hasselt University and the Free University of Brussels (VUB).

The matchmaking process of Hue University’s delegation achieved success with the strong support of VLIR-UOS and the interest of many Belgian partners. According to the implementation plan in 2012, a programme support unit office will be set up at Hue University under the guidance of VLIR-UOS and a formulation workshop will be implemented in August 2012.
