Implementing Proposal 89, doctoral and master training programs with the State budget (21-05-2021 13:14)

On May 13, 2021, the Ministry of Education and Training issued a guideline No. 1943 BGDĐT-GDDH on the implementation of doctoral and master training programs with the State budget pursuant to Decision No. 89/QD-TTg dated January 18, 2019, by the Prime Minister in 2021 and 2022 (Proposal 89).

 

Proposal 89 aims to enhance competencies of lecturers and administrators of higher education institutions meeting requirements for radical changes in education and training during the period of 2019 - 2030, including the task of domestic and foreign doctoral and master training programs for lecturers of higher education institutions with the State budget.

 

Training forms

 

Training forms consist of a full-time program in Vietnam; a full-time abroad program; a full-time joint training program between a Vietnamese training institution and an international training institution (only for doctoral training program). The doctoral training majors are all disciplines and the master training majors are arts and physical education.

 

Applicants

 

According to the guidelines, applicants are as follows: lecturers and those who want to become lecturers of higher education institutions in the country, planning to study doctorate programs in 2021 or 2022, or those are currently first-year or second-year Ph.D. students but are not covered by the Proposal for training of lecturers holding doctorate degrees for universities and colleges in the 2010-2020 period according to the Prime Minister's Decision No. 911/QD-TTg dated June 17, 2010, by the Prime Minister; Lecturers of higher education institutions in the fields of arts and physical education plan to study master programs in 2021 or 2022, or those are first-year graduate students.

 

Proposal 89 has general objectives: Build a contingent of lecturers and administrators of higher education institutions to ensure the quality and rational structure, conformance to the requirements of radical and comprehensive changes of education and training of high-quality human resources, development of science and technology for the country, adherence to the requirements of start-up, reform, innovation, and the requirements of the fourth industrial revolution.

 

Specific goals:

 

1. Provide the doctoral level training for about 10% of higher education lecturers in conformity with the requirements concerning the training quality and reasonable structure, of which 7% of lecturers are trained full time abroad; 3% of lecturers receive domestic training programs and joint programs between Vietnamese universities and foreign universities achieving regional and world quality standards; 

2. Attract at least 1,500 scientists and doctorate degree holders who are working abroad or domestically outside of higher education institutions to work at Vietnamese higher education institutions;

3.Expect 80% of lecturers of culture, arts and physical education and sports schools to obtain master's degree or higher, receive full-time training programs provided by foreign educational institutions or domestic institutions meeting regional and world quality as well as structured reasonably;

4. By 2030, expect 100% of administrators and lecturers to be trained to improve their competencies with emphasis on: The competency in orienting training and educational programs towards modern training methods, scientific researches, foreign languages, and information technology.
