Là một đề tài chuyên ngành sử học, trên cơ sở kế thừa kết quả nghiên cứu của các tác giả đi trước, kết quả nghiên cứu của luận án “Hoạt động khai thác và bảo vệ chủ quyền quần đảo Hoàng Sa của chính quyền Việt Nam Cộng hòa (1954 -1975)” chúng tôi đã có những đóng góp mới sau:

Về ý nghĩa khoa học, luận án góp phần dựng lại bức tranh tương đối đầy đủ và toàn diện về các hoạt động khai thác và bảo vệ của chính quyền Việt Nam Cộng hòa đối với quần đảo Hoàng Sa; Nhìn nhận, đánh giá một cách khách quan về các hoạt động trên theo góc độ phù hợp với luật pháp Quốc tế và hiến pháp Việt Nam Cộng hòa, đặt trong bối cảnh lịch sử mà sự tác động, đan xen nhau qua lại giữa các mối quan hệ Quốc tế, khu vực đa chiều. Từ đó, chỉ ra những mặt tích cực và hạn chế của các hoạt động khai thác và bảo vệ quần đảo này.

Về ý nghĩa thực tiễn, luận án góp phần làm phong phú hơn các đề tài nghiên cứu về quần đảo Hoàng Sa; tập hợp một cách có hệ thống các tài liệu lịch sử có tính pháp lý cao nhằm khẳng định tính liên tục chủ quyền của Việt Nam đối với quần đảo Hoàng Sa, góp phần củng cố thêm hồ sơ pháp lý về vấn đề này trong bối cảnh hiện nay. Từ các hoạt động khai thác và bảo vệ của chính quyền Việt Nam Cộng hòa, có thể rút ra những bài học bổ ích, gợi ý thiết thực về các chính sách quản lý nhà nước về biển, đảo nói chung và quần đảo Hoàng Sa nói riêng; đồng thời góp phần quan trọng vào việc giáo dục truyền thống yêu biển đảo, bảo vệ lãnh thổ quốc gia hiện nay.

Về cách thức tiếp cận nguồn tài liệu, so với các khảo cứu trước đây về hoạt động khai thác và bảo vệ quần đảo Hoàng Sa, luận án của chúng tôi có phương pháp tiếp cận tư liệu một cách đa dạng, phong phú và thuyết phục hơn: Ngoài việc tiếp cận các nguồn tài liệu là văn bản hành chính do chính quyền Việt Nam Cộng hòa ban hành liên quan đến quần đảo Hoàng Sa (hầu hết là độc bản) chúng tôi còn gặp gỡ, phỏng vấn nhiều nhân chứng liên quan và sử dụng nhiều tài liệu được công bố bên ngoài Việt Nam cho đề tài; việc sử dụng các tài liệu là có sự chọn lọc, đối chiếu nhiều nguồn khác nhau nên độ tin cậy, thuyết phục cao hơn. Về quan điểm và phương pháp nghiên cứu, kế thừa kết quả của các nhà nghiên cứu đi trước cùng sự “cởi mở" trong cách nhìn nhận, cách đánh giá về các hoạt động khai thác bảo vệ quần đảo Hoàng Sa của chính quyền Việt Nam Cộng hòa những năm gần đây, luận án sẽ đưa ra những nhận định và cứ liệu khoa học trung thực, khách quan hơn, góp phần dựng lại một bức tranh khá toàn diện về các hoạt động này dưới góc nhìn sử học.

Về tư liệu, luận án “Hoạt động khai thác và bảo vệ chủ quyền quần đảo Hoàng Sa của chính quyền Việt Nam Cộng hòa (1954 -1975)” hoàn thành sẽ có đóng góp quan trọng trong việc hệ thống hóa nguồn tư liệu về lịch sử về vấn đề này, cung cấp thêm nhiều dữ liệu quan trọng về quần đảo Hoàng Sa, góp phần khẳng định lịch sử lâu đời, liên tục về chủ quyền của Việt Nam đối với quần đảo này.

Kết quả của luận án có thể sử dụng làm tài liệu tham khảo, phục vụ việc nghiên cứu cho việc khai thác, phát triển kinh tế biển Việt Nam; là nguồn tài liệu tham khảo trong việc hoạch định chính sách về quản lý hành chính, bảo vệ chủ quyền quốc gia đối với phần lãnh thổ này.

Về nội dung, với tình hình nghiên cứu về “Hoạt động khai thác và bảo vệ chủ quyền quần đảo Hoàng Sa của chính quyền Việt Nam Cộng hòa (1954 -1975)” như sẽ trình bày ở phần Tổng quan tình hình nghiên cứu có liên quan đến đề tài (Chương 1), luận án hoàn thành sẽ là công trình đầu tiên nghiên cứu có tính hệ thống, đầy đủ về hoạt động khai thác và bảo vệ quần đảo Hoàng Sa dưới thời Việt Nam Cộng hòa. Điều này sẽ góp phần cung cấp những nhận thức và cứ liệu mới, có tính khoa học cao về chủ quyền của Việt Nam đối với quần đảo Hoàng Sa trong lịch sử cũng như hiện nay; từ đó rút ra những bài học kinh nghiệm hữu ích (cả thành công và hạn chế) về các hoạt động này; đóng góp cho việc hoạch định chính trong quản lý hành chính, phát triển kinh tế, bảo vệ biển đảo trong giai đoạn hiện nay.

NOVEL CONTRIBUTION OF THE THESIS

As a historical subject based on the research results of previous authors, the thesis "The exploitation and protection of the sovereignty over the Paracel archipelago of Republic of Vietnam government (1954 -1975)" brings the following novel contributions:

With regard to scientific significance, the thesis helps to reconstruct a relatively complete picture of the exploitation and protection activities of the government of the Republic of Vietnam on the Paracel Islands; it recognizes and objectively assesses the above activities in accordance with the provisions of the International Law and the constitution of the Republic of Vietnam, in the historical context of the interaction and complication of multidimensional, international and regional relations. Based on that, it highlights the positive yet limited aspects of fishing activities and the protection of the islands.

With regard to practical significance, the thesis contributes to enriching the research themes on the Paracel Islands; it systematically collects historical documents with high legal status to affirm the continuity of Vietnam's sovereignty over the Paracel Islands, helping to consolidate legal documents on this issue in the current context. From the activities of the government of the Republic of Vietnam, it is possible to draw useful lessons and give practical suggestions on current state management policies on the sea, the islands in general and the Paracel archipelago in particular. At the same time, it makes an important contribution to the education of traditional love for the sea and islands and the protection of the current national territory.

Regarding access to resources, compared to previous studies on the exploitation and protection of the Paracel Islands, our thesis has a more diverse, opulent and convincing approach: In addition to the administrative documents issued by the government of the Republic of Vietnam concerning the Paracel Islands (mainly unique originals), we met and interviewed many witnesses and made use documents published outside of Vietnam. The use of these documents is selective and collated with many different sources, making it more reliable and convincing.

With regard to research points of view and methods, the thesis inherits the results of previous researchers and the "openness" in the way of seeing and evaluating the activities of exploitation and protection of the Paracel Islands of the Republic of Vietnam in recent years. It therefore provides more straightforward and objective scientific observations and data, helping to reconstruct a fairly complete picture of these activities from a historical point of view.

With regard to materials, the complete thesis "The exploitation and protection of the sovereignty over the Paracel archipelago of Republic of Vietnam government (1954 -1975)" makes an important contribution to the systematization of historical documents on this subject, providing more important data on the Paracel Islands, and helping to confirm Vietnam's historic and continuous sovereignty over the archipelago.

The results of the thesis can be used as references for the purpose of research on the exploitation and development of the marine economy of Vietnam; it is also a source of reference for the development of administrative management policies and protection of national sovereignty over this territory.

With respect to the content, concerning the situation of research on "The exploitation and protection of the sovereignty over the Paracel archipelago of Republic of Vietnam government (1954 - 1975)" which is presented in the overview of the situation of the research on the subject (Chapter 1), the completed thesis will be the first systematic and complete research on the exploitation and protection of the Paracel Islands under the Republic of Vietnam. This will help provide new scientific knowledge and an awareness of Vietnam's sovereignty over the Paracel Islands in history as well as today; from there, useful lessons (successful and limited) are drawn from these activities, contributing to the planning of administrative management, economic development, protection of the sea and islands at the moment.
